Did Gaius do anything wrong? I don't know, did he? I could compare him to the other major antagonists, but I am not going to. Gaius was only half as bad as Duke, as Duke wanted to punish almost every living sentient life (as there were very few entelexeia left). I don't know if the game made that argument clearly that Milla was the better Maxwell other than Milla didn't use Muzet towards very violent ends. It came down to Gaius wanted to be Maxwell and your team thought Millia was a better choice. Gaius wasn't as complex as Dhaos, or as simple as Berselius, or as motivated as Van. Gaius wasn't going to steal the life from one planet to bring life back to his own. Maxwell wasn't doing horrible experiments like Cruxis, that was Nactigal. The chosen planet wasn't stealing the other planets spiritual energy. The war torn planet wasn't going to collide with the verdant but medieval planet. While a pretty good game and story, there really wasn't an existential threat. Gaius just wanted to end the war and I don't think he went about it in a terribly inhumane way. It's not like the Elympians cared much for Rieze Maxia or it's people. Jude did have a point that Gaius' luddism would hurt some innocent people, but the technology he was destroying created terrible weapons that also killed spiritual energy and their planet at large. I think the conflict between Gaius and Maxwell boiled down to, 'You are in charge? No, I'm stronger. He did torture the original Maxwell, but the worst you could say about Gaius is the shady company he kept (including Muzet).

He was better than the original Maxwell, he was better than Nachtigal, he was better than the Elympians. As the primary antagonist, he didn't pose a threat to Reize Maxia.
